Tools and Practical Resources


Below are various tools and practical resources that can be utilized throughout counties assessment process. Many of these items have been discussed in various classes. These documents are in Word and Excel formats and can be customized for each assessor's office. If your office has a need for a resource not shown here please contact one of the team members above. Keep in mind these are just examples and it is not required that these resources are utilized.

  • Effective Age Calculator

    The Effective Age Calculator tool is useful in generating discussion within an office and in helping appraisers quantify and determine effective age in a uniform manner. This tool could also be helpful for training new appraisers to help them understand the influences that affect condition and effective age

Valuation Models, Statistical Analysis, & Ratio Studies:

STARS - Statistical Tool for Analytics and Ratio Studies

STARS (Statistical Tool for Analytics and Ratio Studies) is a free statistical tool developed by the DOR and based on Excel that is available to the Counties for use in analysis. It can help provide a record of your analysis and conclusions, assist in identification of outliers, provide statistical measures such as Mean, Median, Weighted Mean, COD, COV, PRD and others, give a quick analysis of proposed changes or adjustments to assessed values and can help automate the production of histograms, scatter diagrams, box charts and tables. MARS- Modeling Analysis ReSource

MARS (Modeling Analysis ReSource) is a free modeling tool developed by the DOR and based on Excel that is available to the Counties for use in mass appraisal.   • Preparation for Conversion to Annual Revaluation

    Newsletter article, Property Tax Review, Dec 2008 A summary of steps to ease the transition from cyclical revaluation to annual revaluation.

  • Annual Valuation Conversion Work Flow Diagram

    This diagram gives a visual summarization of the general Categories and Focus Areas that the tasks from the Conversion Work Plan fall into. It is a one page snapshot of the areas that will likely need attention as you convert to annual valuations. (Posted October 2009)

  • Annual Valuation Conversion Work Plan

    The "County Conversion Work Plan" is a tool for identifying, tracking and managing the detailed steps for converting from cyclical valuations to annual valuations. It is free from the DOR and based on Excel. As a starting point it contains over 100 common steps or tasks and the likely timeframe for each of those steps. These can be added to or modified for a county's specific challenges. It provides for a listing of tasks, for tracking of task assignments, percentage complete and status, for multiple filter options and for two different formats of timelines. Public Relations:

  • Report on Best Practices in Public Relations as Assessors Transition to Annual Revaluation

    This is a report on the best practices in public relations used by assessors to inform property owners and other stakeholders of programs and changes in the area of property tax. These practices are especially effective tools for assessors as part of their planning phase and during the transition to an annual revaluation program.   • Public Service Announcement -- An example that can be modified by each county.

    Public service announcements are a good way to raise awareness regarding issues of community concern.

  • Why Annual PowerPoint template for use in presentations to stakeholders

    A PowerPoint presentation is an efficient and effective way to convey a generally informative message to a group of people. The PowerPoint template can be modified to include county-specific information.

    This PowerPoint template can be modified to include county-specific information. The file should open easily, but one county experienced difficulty opening open the file due to software and settings in their system. If the file does not open directly through a click on the link then refer to these instructions. PP template instructions: first save the template to your computer. When you click on the link instead of opening the file hit the save button. Your computer will then download the file, once it's done it will say download complete and give you the option to open it, this is when you want to click open.   • Template for brochure on "Why Annual Revaluation?"

    This example is a one page (two sides) brochure used as a "hand-out" that explains why a county is moving from cyclical to annual revaluation. This template is a Word file that can be customized by the assessor.

  • Template for Flyer on "Why Annual Revaluation?"

    This example is a one page flyer that can be used as a hard copy "hand-out" or posted to a website that explains why a county is moving from cyclical to annual revaluation. This template is a Word file that can be customized by the assessor.

  • Annual Revaluation Frequently Asked Questions (FAQ) Document

    This is an example of FAQ's regarding annual revaluation that can be utilized in a variety of ways. In the electronic format; it could be linked to a website, with quick links to navigate from a question to an answer. In the hard copy format it could be used as a hand out in public meetings or even shortened onto one page and inserted into notice mailings. This template is a Word file that can be customized by the assessor. The red text will need to be changed to reflect the needs of each county.
